The league licenses rights once, broadcasters pay by use
Broadcasters use rights, schedule and highlights only in the licensed area, and each impression creates a payment duty.

Problem
Rights, schedule, match records and highlights go to each broadcaster today by contract and file. Licensed area and payment by use can only be checked afterward.
Solution
League, media companies and clubs publish rights allocation, schedule, highlights and sponsorship inventory as Offers in the Data Space. The broadcaster requests them with a token that names its license contract. The Policy checks the licensed area at each request and records a payment duty for each impression.
Benefit
The league licenses once in the Data Space, and payment follows from use, not from a late report. The use case runs in the lab with synthetic data, so no proven figure exists yet.
